Yuriy G. Shpakovskiy, Dr. Sci. (Law), Professor.

Education: Military Academy named after F.E. Dzerzhinsiky, graduated in 1976; Russian Academy of Public Administration under the President of the Russian Federation, graduated in 1996; Military Academy of the General Staff of the Armed Forces of the Russian Federation.

Since 1976 Yuriy G. Shpakovskiy served as an engineer in the Russian Military-Space Forces and as a researcher at the 42nd All-Russian Research Institute of Defence of the USSR where in 1988 he defended his thesis on a special topic. 

In 1989—1991 he participated, together with experts of the State Commission for Emergency Situations under the Council of Ministers of the USSR, in the development of scientific, methodological and legal framework of the State system for the prevention and elimination of emergencies in the country.

More than 17 years Yuriy G. Shpakovskiy worked for the Central Office of the Ministry of Emergency Situations of Russia. He served as the Head of the Integrated Analysis Division, Head of the Programme Planning Office, 1st Deputy Head of the Civil Protection Department, participated in a number of commissions and working groups initiated by the Executive Office of the Government of the Russian Federation, the Security Council, the Ministry of Foreign Affairs of the Russian Federation, etc. He presided over commissions on implementation of interstate agreements with Hungary, Mongolia, Slovakia in the field of prevention and elimination of emergencies.

In 1999, Yuriy G. Shpakovskiy defended the Doctoral Dissertation (Dr. Sci. (Law)) at the Russian Academy of Public Administration under the President of the Russian Federation. The Doctoral Dissertation was entitled “The State Administration of the System of Protection of Population and Territories from Emergency Situations.” 

Yuriy G. Shpakovskiy took an active part in the elimination of the consequences of the accident at the Chernobyl Nuclear Power Plant.

At present, he is a Deputy Chairman of the Dissertation Council at Kutafin Moscow State Law University (MSAL).

He has authored more than 150 scientific works.

He is a member of the All-Russian Non-Governmental “Association of Lawyers of Russia”, a full member (academician) of the Academy of Military Sciences, the UN International Academy of Informatization, the Academy of Geopolitical Problems.

Yuriy G. Shpakovskiy has been granted a number of state decorations, national and departmental awards.
