The content, goals and objectives of the Journal were predetermined by the development of the University. In 2014 it was proposed to initiate a pilot project that would elevate periodically published collections of proceedings of the University chairs and departments to the rank of separate issues of the scientific journal. Each issue of the Journal was intended to be devoted to a specific branch of law. The policy of the Journal was discussed and approved at the meetings of the Editorial and Publishing Council and the Academic Council of the University. The main task was to create a scientific journal fundamentally different from other scientific journals of the University that would publish not only scientific and research articles, but also informative and analytical illustrated materials. In addition, the journal was expected to elucidate the scientific life of Kutafin University and to chronicle the life of the University. 

The first issue of the Courier was published in 2014 and it was devoted to the problems of the bar.
