В статье исследуются подходы к содержанию и объему полномочий органов местного самоуправления в сфере охраны общественного порядка в трудах профессора В. И. Фадеева. Анализ действующего законодательства показывает, что у органов местного самоуправления есть разные инструменты наведения порядка на территории муниципального образования, хотя в части применения мер государственного принуждения они не обладают собственными полномочиями. Отдельное внимание уделяется исследованию обеспечения безопасности населения муниципальных образований от беспилотных летательных аппаратов, количество которых в последнее время существенно увеличивается.
The article explores the approaches to the content and scope of powers of local authorities in the field of public order protection in the writings of Professor V. I. Fadeev. An analysis of the current legislation shows that local governments have different instruments to restore order on the territory of the municipality, although they do not have their own powers regarding the application of state coercion measures. Special attention is paid to the study of ensuring the safety of the population of municipalities from unmanned aerial vehicles, the number of which has been growing significantly recently.
