В статье рассматривается местное самоуправление (земство) через призму отражения этого института в общественно-политической мысли дореволюционной России. Подчеркивается важность местного самоуправления в процессе решения множества проблем, стоящих перед обществом и государством практически на всех этапах их развития. Делается акцент на том, что самоуправление хорошо известно российской истории государственного строительства. Проводится мысль о том, что отсутствие полноценной системы местного самоуправления послужило одним из фактов, совокупность которых привела к Октябрьской революции 1917 г. Показывается непреходящее значение системы местного самоуправления для поступательного развития общества и государства.
The article deals with local self-government (Zemstvo) through the prism of reflection of this institution in the socio-political thought of prerevolutionary Russia. The importance of local self-government in the process of solving many problems facing society and the state at almost all stages of their development is emphasized. The author emphasizes that self-government is well known in the Russian history of state building. The author suggests that the absence of a full-fledged system of local self-government was one of the facts, the totality of which led to the October revolution of 1917. Shows the enduring importance of local government for the progressive development of society and the state.
