Одним из важнейших принципов бюджетной системы Российской Федерации является принцип сбалансированности бюджетов. Реализация данного принципа обеспечивается при условии наиболее реалистичного и приближенного к действительности прогнозирования доходов и расходов бюджета. Расходная часть бюджета зависит от тех обязательств, которые взяло на себя государство с принятием законов. Несовершенство законодательства, в свою очередь, порождает риски несбалансированности бюджета. Проведен анализ правового пробела, имеющего место в связи с реализацией жилищных прав лиц, страдающих заболеваниями, при которых невозможно совместное проживание с ними. Рассмотрен вопрос о том, какие последствия это влечет для бюджетов и каким образом они могут быть урегулированы в течение финансового года.
