Прорывное, инновационное развитие российской экономики невозможно без эффективного стратегического, нацеленного на долгосрочную перспективу управления средствами бюджетов бюджетной системы Российской Федерации. В современных условиях особую актуальность приобретают правовые аспекты результативной бюджетной политики, направленной на решение проблематики, связанной с определением оптимальных источников и параметров формирования доходов, направлений расходов, источников покрытия дефицитов бюджетов бюджетной системы России. Регламентация в нормах права принципов, приоритетов при определении конкретных бюджетных полномочий органов государственной власти и местного самоуправления становится актуальной задачей для успешной реализации национальных проектов как основного драйвера развития экономики России. Одним из ключевых элементов национальных проектов являются международные научные проекты, направленные на создание и эксплуатацию установок класса «мегасайенс», которые именуются проектами класса «мегасайенс». В настоящее время в мире реализуется несколько крупномасштабных проектов класса «мегасайенс», каждый из которых направлен на решение глобального вызова, стоящего перед человечеством. Важную роль в финансировании и технической реализации данных проектов играет Российская Федерация.

One of the key elements of national projects are international scientific projects aimed at the creation and operation of megasiens class facilities, which are called megasiens class projects. Currently, there are several large-scale megasiens projects in the world, each of which is aimed at addressing the global challenge facing humanity. An important role in financing and technical implementation of these projects is played by the Russian Federation.
