Подвергнуты научному и критическому анализу сложившиеся научные представления об административных правоотношениях, автор отмечает оторванность их от существующей практики. Опираясь на многочисленные примеры, в основном из судебной практики - судебные решения, анализируя их с точки зрения механизма административных правоотношений, автор делает вывод о том, что административные правоотношения являются универсальной правовой конструкцией административно-правового регулирования. Автор соглашается с тем, что органы публичной власти и их должностные лица, являясь субъектами административных правоотношений, обладают властными полномочиями. Но не вполне понятно, на каких доказательствах основывается утверждение, что эти субъекты должны доминировать во взаимоотношениях с физическими и юридическими лицами.</p></abstract><trans-abstract xml:lang="en"><p>The article is devoted to the analysis of the key topic of administrative law - administrative legal relations, which are considered by the author as a system-forming element of not only administrative law, but also admin istrative and legal regulation. Subjected to scientific and critical analysis of the existing scientific ideas about administrative legal relations, the author notes their isolation from existing practice. Based on numerous examples mainly from judicial practice - court decisions, analyzing them from the point of view of the mechanism of administrative legal relations, it was concluded that administrative legal relations are a universal legal construction of administrative and legal regulation. The author agrees that public authorities and their officials, being subjects of administrative legal relations, have authority.
