Понятие режим рассматривалось в европейской доктрине как ключевой механизм управления, в том числе процессом профессионального признания. Признание как процесс координации осуществляется в определенном режиме. В нормативных актах Европейского Союза предусмотрено несколько режимов взаимного признания, отличающихся степенью гармонизации положений регулируемой области. В Европейском Союзе установлены неавтоматический и автоматический режимы профессионального признания, установленные общим и специальными актами для целей трудовой мобильности. Режим академического признания для образовательной мобильности установлен Лиссабонской конвенцией, принятой в рамках Совета Европы. Рассмотренные режимы взаимного признания профессиональных квалификаций позволяют установить общие для его государств-членов требования, облегчающие трудовую и академическую мобильность граждан ЕС.</p></abstract><trans-abstract xml:lang="en"><p>The article is devoted to the analysis of the role of the regime of mutual recognition of professional qualifications for the purposes of labor and academic mobility. The concept of regime was considered in the European doctrine as a key management mechanism including the process of professional recognition. Recognition as a process of coordination works in a certain regime. There are several modes of mutual recognition regimes in the European Union legislation depending the harmonization of the regulated area provisions. There are non-automatic and automatic regimes of mutual recognition of professional qualifications in the European Union for the purposes of labor mobility. These are established by general and special acts of the European Union. The regime of academic recognition for educational mobility is established by the Lisbon Convention, adopted within the framework of the Council of Europe. The analyzed regimes of mutual recognition of professional qualifications make it possible to establish common requirements for its member states.
