Стремительное развитие биомедицинских технологий требует постоянного сотрудничества государств в создании и регулярном обновлении международных стандартов их применения. Цель настоящей статьи — на основе анализа организационной структуры и практики ВОЗ и ЮНЕСКО определить их влияние на формирование универсальных стандартов регулирования биомедицины и особенности их применения на национальном уровне. Сделан вывод о том, что роль ВОЗ и ЮНЕСКО в организации глобального международного сотрудничества и регулировании применения биомедицинских технологий остается ключевой, особенно в условиях быстрого технологического прогресса, требующего постоянного обновления и адаптации нормативных подходов. Создаваемые ими стандарты, аккумулированные в международных декларациях, рекомендациях и руководствах и являющиеся актами мягкого права, тем не менее способствуют гармонизации международного и национального права, создавая этическую и правовую основу для ответственного и безопасного развития биомедицины. Эти подходы активно воспроизводятся государствами в национальном законодательстве.

The development of biomedical technologies requires ongoing international cooperation to create and update standards for their use. The purpose of the article is to evaluate the impact of WHO and UNESCO on the development of universal biomedical regulatory standards and their national application. The conclusion is that WHO and UNESCO play an important role in global cooperation and regulation of biomedical technologies, particularly when technology progresses rapidly and requires continuous regulatory adaptation. The standards they develop, found in declarations, recommendations, and guidelines, are considered soft law; however, they encourage harmonization of international and national law, establishing an ethical and legal framework for responsible and safe biomedical development, which many states actively incorporate into their domestic legislation.
